Hopefully this answer isn't too late. Have you tried local rescue groups? I had a similar problem last year. I contacted a rescue group and they gave me a live trap and taught me how to use it. I would set it up and catch the cats and someone from the group would pick them up, take them to the vet to get it nuetered/spayed, and a day or so later they would drop it off back here again. All for free. It doesn't get them out of the complex but at least they are not reproducing. The property owners haven't threatened to destroy the cats but they do tell us not to feed them. I caught 5 kittens last year with the help of the rescue group and had to get them homes through word of mouth myself, the group couldn't take them since they were already overloaded, they operate strictly through foster homes, no shelters.
