That is displaced behavior from kittenhoood - the kittens knead the
teats to help the milk flow. Adult cats will do the same thing
sometimes before settling into sleep.

If they are digging vs. kneading - youare right on with your guess: it
is also displaced behavior from the wild state, cats like to clear out
their sleeping site as well as make a shallow depression for comfort.
Longtime backwoods campers call this a "hip hole" when they prepare
their own site. Same idea with the cats.
