Absolutely normal. Any cat I've ever owned has done this, usually when
sitting at the window and "watching" birdies outside.

I call that the "bird call". The cats think if they do that the birds will
come over to them.

Yes, it's normal: all cats - my cats all have, at any rate - do this
(chatter) when watching birds.
